Hasanistan ratifies treaties with numerous nations in foreign policy shake-up; ends ties with two states

Following a foreign policy shakeup first hinted on 10 November, the Hasanistani government has formally announced it has established diplomatic relations with seven new states, in addition to re-establishing two previous diplomatic relationships. These agreements established diplomatic relations and mutual recognition of sovereignty.

The new treaties that Hasanistan have signed include:

  • Kingdom of Norrland, ratified on 21 November (read here)
  • Republic of Arkadelphia, ratified on 22 November (read here)
  • Independent State of Pacifica, ratified on 23 November (read here)
  • Ecological Republic of Bartonia, ratified on 23 November (read here)
  • Nation of Blepia, ratified on 23 November (read here)
  • Free State of Florensia, ratified on 24 November (read here)
  • Freetown Socialist Federal Republic, ratified on 25 November (read here)
  • Empire of Keumye, ratified on 25 November (read here)

Notably, Pacifica and Norrland are both Batyr Bloc members. Additionally, Hasanistan has further built ties with the Korean micronational community which has been a foreign policy it has been pursuing for a while. The agreement with Blepia is the most significant as it does not just establish diplomatic relations, but also visa-free travel for 180 days, free trade and free aviation.

In addition to these two treaties, Hasanistan re-established ties with Aswington and Nedland. Hasanistan ended ties with Aswington when it first announced plans to change its foreign policy on 10 November, but later decided to re-establish relations and signed an agreement renewing relations (read here) on 23 November. It announced its decision to re-establish ties with Nedland today, something that had been proposed by the Nedlandic Khagan previously.

However, Hasanistan also terminated its diplomatic relationships with the State of Vishwamitra and Snagov.

Presidential decree re-establishes sports body, forms Islamic Council, commissions mosque and lifts COVID-19 restrictions

A presidential decree passed today has re-established the Hasanistan Sports Association, formed the Islamic Council of Hasanistan, commissioned the building of a mosque in the Greater Batyr area and lifted COVID-19 restrictions by repealing a monarchist-era law.

The Hasanistan Sports Association will be reformed under the new name of the Hasanistan Sports Federation, the organisation dates back to 2012. It will oversee sports governing bodies and promote Hasanistani sports. Member bodies will include those for national sport rollball, football, basketball, baseball, chess, Vetrian wallball, someball (also known as somebodyball), fighting sports and e-sports. The HFF has been put under the authority of the Ministry of Internal Affairs, whose minister shall lead the organisation provisionally until a director is appointed.

The Islamic Council of Hasanistan has also been formed to oversee and manage Islamic affairs in the country. This came following the abolition of the millet system in the past week, which previously served a similar role but had state power. The Islamic Council will be an independent body, led by a Grand Mufti. The Grand Mufti is expected to be whoever the President appoints as Muslim representative in the House of Knowledgeable Peoples.

A mosque has been commissioned to be built in Kınık, Greater Batyr. The mosque will be named the Aliya İzzetbegoviç Mosque, after former Bosnian president Alija Izetbegović, who ruled Bosnia between 1990 and 2000 (notably during the Yugoslav Wars) and is known for writing influential Islamic works such as "Islam Between East and West" and "The Islamic Declaration". The President has stated that the mosque will be built by 2100 and he hopes that it will be built in an architectural style similar to the Dungan mosque in Karakol and Tatar mosques".

Finally, COVID-19 restrictions and emergency powers implemented in March have now been repealed. Instead the Hasani government advises citizens follow local advice of the countries that they reside in. Hasanistan has only had one suspected case of coronavirus so far, which eventually recovered.

The full decree may be read here.

President issues decree banning Cornishness; Kenneth Chapman-Fydtroust persona non grata

Today, President Hasan Çakar issued a presidential decree banning all practices of Cornish culture in Hasanistan and declared infamous Cornish ethno-nationalist "Kenneth Chapman-Fydtroust" as persona non grata in an effort to "crackdown and eradicate the degeneracy of Cornish nationalism and the Cornish-Fesmarian menace".

The decree bans Cornish food, music, language and names, as well as listing An Gof, the Cornish National Liberation Army (also known as the Cornish Republican Army), the Cornish Nationalist Party, Mebyon Kernow and the “Entity of Fesmar” as terrorist organisations within Hasanistan. Additionally, calling Cornwall as "Cornwall" or "Kernow" is henceforth banned and should only be referred to as "South-Western Anglo-Germanic Peninsula" or "Southwestern Anglogermania". Violations may be tried in a Karye Court, facing expulsion or a firing squad.

The full decree may be read here.

Presidential statement on peace agreement in Karabakh

Yesterday, following more than a month of armed conflict between Azerbaijan and Armenian forces over the disputed Karabakh region, a Russian-mediated peace agreement was agreed between the two countries to end their long-lasting territorial dispute. The agreement, which came following decisive Azerbaijani military victories in the area including the capture of the area's second largest city Şuşa and the recapture of the occupied regions of the Azeri-Iranian border, stipulates a total Armenian withdrawal from Karabakh, the relatively immediate return of historically Azeri and Kurdish-majority surrounding the former Soviet Nagorno-Karabakh Autonomous Oblast by the end of the year as well as retaining Azeri territorial gains in the former NKAO, what is currently controlled by Armenia and "Republic of Artsakh" in the former NKAO being controlled by Russian peacekeepers for at least five years and "corridors" between the Russian-controlled zone and Armenia going through the Lachin corridor as well as one between mainland Azerbaijan and the Azeri Nahçıvan exclave through Armenian territory. It is believed neighbouring Turkey will also send peacekeepers in the area to support the implementation of the agreement. However, the peace agreement, seen largely favouring Azerbaijan and considered by some as a surrender or capitulation by Armenia, immediately caused some unrest in Armenia where pro-war protesters stormed the Armenian Parliament and attacked parliamentary speaker Ararat Mirzoyan.

The statement of President Hasan Çakar on the matter reads as follows:

"The Karabakh peace deal is a significant event which will hopefully create long-lasting peace and a new start for the relationship between Azerbaijan and Armenia, hopefully also providing greater stability to the Caucasus region. The end of violent hostilities will allow resettlement of displaced refugees and prevent further bloodshed. We hope that Russia and Turkey, with the support of other international and regional powers such as the US, Germany and Iran, can ensure this agreement is implemented fully without problem.

In regards to the unrest in Armenia following its announcement and rumours of more severe instability it may cause in the country, hopefully for the sake of peace and Armenia's own well-being this does not escalate. Jingoistic and ultra-nationalist elements in the country must learn that they cannot ensure the prosperity of their country and goodwill with their neighbours while also holding delusions of a 'Greater Armenia' and being in a constant state of conflict."

New Mejlis passes first act; new system of government law enacts changes in government and new official name

The newly elected Consultative Mejlis has passed its first law, the "2nd System of Government Act 2020", which overrides the previous system of government act which was enacted earlier this year following the deposition of the Monarchy. The new act makes changes regarding the judicial system, provincial system, upper house and the millet system (now abolished), which were regarded as relics of the previous monarchist period, as well as changing the name of the state from the "Sublime State of Hasanistan" to the "Sublime and Peaceful Turanian Republic of Hasanistan".
The new judicial system establishes a system of examinations whereby local judges are appointed through examinations, a system based of the historic Chinese system of Imperial Examinations. The examinations themselves have not been established yet. Previously, regional judges were from the landed nobility appointed by the monarchy but following the end of the monarchy this system effectively dissolved.
In terms of the provincial system, the changes were relatively minor. Firstly, the title of mahalles (the lowest-level of locality) has been changed to karye to more accurately represent geographic reality. Also, Hasanistan also implemented a system of ceremonial local leaders which is mildly similar to a system of nobility or a national award where individuals who are considered to have conducted "exemplary actions in service of the Nation" will be granted these titles. The rank of ceremonial local heads are Atabeg (or Atabegum) for Eyalets, Beg (or Begum) for Sanjaks and Agha (or Hanımagha) and Karyes, with someone possessing such a title being addressed with honorifc Çelebi or Hanımçelebi. It should be noted ceremonial leaders possess no legal powers.
Additionally, the millet system which gave special autonomy to certain religious groups of the Abrahamic faiths has been abolished and removed from law. The millet system gave legality to religious law and allowed legal matters to be solved in respective religious courts rather than a secular Hasani court. As the millet system is no more, millets are no longer represented in the Knowledgable Peoples' Assembly upper house but the new law has. In addition, representatives of recognised minority languages have been added while the position representative of nobility in the body has been abolished (representatives of workers and peasantry have been maintained).
Finally, with the system of honorific ceremonial heads, newly-elected President Hasan Çakar has granted the first set of such titles. These are as follows:
  • Hasan Çakar himself has been made Atabeg of Southern Hasanistan Eyalet.
  • Chase Mahoning has been made Agha of Kınık.
  • Shady Morsi has been made Atabeg of Northern Hasanistan Eyalet.
  • Natsuki Hegro has been made Atabeg of Arapadalar Eyalet and Beg of Körfeziye Sanjak (additionally granted ceremonial titles of "Slayer of Nicholas J. Fuentes", "Shōgun of the Ryukyu and Northern Mariana Island", "Albanian of the Albanians [Arnavut-i-Arnavutlar]", "Holy Emanation and Viceroy-on-Earth of the Great Leader of the Khmer Revolution General-Secretary Pol Pot", "Grand Mufti of Delaware", "Chief Eunuch [Hadımbaşı] of the Personal Harem of Hasan Çakar", and "Conqueror of the Adammic Empire").
  • Lüd İsveçoğlu has been made Agha of Jerit.
  • Emiel Hardy has been made Agha of Outer Sırıtjine (despite being a non-citizen, he has been given special legal exception to posses such a title).
The law may be read here.

Hasanistan voters head to poll for second general election in 2020

Today, voters in Hasanistan head to the polls to elect their President and four seats in the Consultative Mejlis under the new system of government which shall come into force once whoever wins the Presidency is inaugurated. This is the second election in 2020 for Hasanistan, and this first since the deposition of the monarchy of the Sublime State.

The presidential election will be be contested between four candidates, including incumbent Naib-i-Şehinşah (an office to be replaced by President) and Prime Minister Hasan Çakar, former President Tanju Çakar, former Acting Prime Minister Chase Mahoning and Tablekitten of the Moralist Party. Çakar has consistently led significantly throughout polling, but in the final poll his lead was cut to 50% which means under the instant-runoff voting system used in the election he may not instantly win. Hasan Çakar has also seen numerous controversies and standoffs both internally and internationally this year, which may effect the voters' opinion of him. Some citizens have also predicted a potential following of the 2020 trend of an anti-populist backlash seen in other countries, with Hasan Çakar's strongman-style leadership becoming less appealing.

The legislative election is being contested under a single-transferable vote system, where each party has put forward one candidate (with a total of six candidates). Four seats are to be elected, meaning two candidates will fail to do so. The Feudalist Party, a new party formed this year that advocates for feudalism and is accused of being anti-democratic, has led throughout most polling. Their candidate is Natsuki Hegro, Ambassador to the United States and a deputy who was elected in the previous election under the current-ruling People's Unity Party. Once elected, the President will select a Prime Minister from among the elected candidates.

A total of 14 people are eligible for voting this year, 13 citizens and 1 suffraged foreigner with special resident status from Mahuset. Polls close at 00:00 UTC, where after the results will be announced as soon as possible when counting finishes.

Hasanistan, Mahuset, Brennonia, Pacifica and Nedland form diplomatic bloc; hold first summit

Hasanistan, Mahuset, Brennonia, Pacifica and Nedland have formed an 'informal' diplomatic bloc known as the Batyr Bloc to promote mutual co-operation and cultural exchange. The five states have formed the new international grouping to strengthen their already-existing strong diplomatic ties, based on previous friendships and intra-national ties. The bloc is not intended to be a political union, but more akin to groups such as G20 or G7.

The heads of states of each participant in the Batyr Bloc, as well as additional representatives for Nedland and Hasanistan, discussed the guidelines and basis of the group in their first Summit. They agreed to continue holding summits in three month periods with the chair of Summits rotating between each state's high representative. Additionally, they agreed to begin supporting the development of numerous projects. These include an 'online intermicronational hub', a press association between national news sources, sports competitions and a 'MicroWikia Compendium'.

The leaders represented in the Summit were: Hasan Çakar (Summit Chair - Hasanistan), Emiel Hardy (Mahuset), Chase Mahoning (Brennonia), Edward (Nedland) and Raja Adumbratu (Pacifica). Additionally, Lüd İsveçoğlu (for Hasanistan), Mikael Bokmann and Wendell Farmer (both for Nedland) were present as deputy representatives.

Following the conclusion of the Summit, a joint communiqué was released. It may be read in full here.
