Constitution suspended; Hasanistan joins reformed Pavlov

Yesterday evening, President Hasan Çakar suspended the Constitution of Hasanistan and formalized the process of integration within the recently re-established Empire of Pavlov. The decision was made following an offer by His Imperial Majesty the Pavlovian Emperor Aleksandr IV.
Hasanistan had been a part of a previous incarnation of the Empire of Pavlov between 2016 and 2017. It had also been part of Khorașan, an attempted spiritual successor, although seceded due to disagreements about the paths it was taking in terms of policy. A second incarnation of Pavlov was re-established earlier this year, although it faced certain problems and faded into inactivity.
Hasanistan joined the new incarnation of Pavlov with fellow former Pavlovian states Nazir and the Lordship of the Isles, as well as the crown holdings of His Imperial Majesty. Following Hasanistan's accession into the reformed Pavlov, a new constitution was drafted based on the 2016 era of Pavlov (the period which Hasanistan joined and was considered the 'Pavlovian Golden Age'). Hasan Çakar has been appointed Viceroy of Hasanistan, while Krishtof Slavimorovich von Drakon has been appointed Chairman of the State Council.

Hasanistan ratifies Wrythe Convention

Today, President Hasan Çakar ratified the Wrythe Convention online to pledge Hasanistan's support to opposing falsifications, sockpuppeting, identity theft, and scamming within the micronation community.
The Wrythe Convention is an intermicronational treaty originally signed on 15 September 2018 by representatives from seven micronations (including Austenasia and Flandrensis) and the Grand Unified Micronational to declare opposition to various issues regarding false claims and identity frraud in micronationalism. The treaty was brought about as a reaction to the note-worthy actions of James Klaassen-White and his micronation the so-called "Kingdom of Catan", who have engaged in financial scams, identity theft, and sockpuppeting.
Hasanistan has always opposed falsifications and identity fraud within the micronational community and has had an informal policy of avoiding interaction with entities suspected or proven to be involved in such activities, although the decision to sign the Wrythe Convention was based on showing solidarity with other nations standing against these disgraceful actions.

Constitutional amendments passed in referendum

During yesterday's referendum, the majority of voters approved the proposed amendments to the Constitution. In an election with a turnout of 57.14 (four voters), 75% of voters (three voters) approved the changes and only one voter (25%) voted against the amendments.

The amendments approved in the referendum include changing Hasanistan's formal name, reforming the current parliamentary system into a semi-presidential system, making the legislature bicameral, adopting a new model of federalism and the renaming of certain institutions established in the Constitution.
President Hasan Çakar released the following statement regarding the implementation of the amendments:
"The amendments approved by the will of the Hasani people shall be immediately begin implementation. The changes shall be fully adopted and the Constitution updated by 10 September. The minor changes adopted shall be implemented immediately including the renaming of certain institutions and the cutting of ties between the Presidency and all political parties."

Full list of proposed Amendments for the 2018 Constitutional Referendum

(Note: All article numbers will be modified)
Article I
Hasanistan is a sovereign, independent, democratic, secular, federal and republican state governed by rule of law, within the notions of public peace, national solidarity and justice, respecting human rights, based on the fundamental tenets set forth in the preamble.
The name of the state shall be styled as the “Federal Republic of Hasanistan”, or interchangeably the “Hasani Federal Republic”.
Hasanistan shall continue its existence under international law as the successor and continuation of the Great Seljuk Empire and the past Hasani states.
Article IV
The territory of Hasanistan shall comprise the territories of its Federal Subjects, inland waters and territorial sea and the air space over them.
Hasanistan shall have sovereign rights and exercise jurisdiction on the continental shelf and in the exclusive economic zone of the Hasanistan in accordance with the procedure specified by federal law and norms of international law.
The territory of Hasanistan is inviolable and indivisible.
The Capital of the Federal Republic shall be the city of Batyr.
Article XXX
The Federal Subjects within the Nation shall consist of Republics, Territories and Federal Territories. The status of a Federal Subject shall be determined by consultation between the <legislature> and Supreme Court and codified in federal statute.
The Federal Government has exclusive legislative and executive jurisdiction on the following matters:
Foreign policy;
Foreign trade policy;
National defence and the Armed Forces;
Customs policy;
Monetary policy;
Finances of the institutions and for the international obligations of the Nation;
International law;
Immigration, refugee and asylum policy and regulation;
Criminal law enforcement;
Establishment and operation of common and international communications facilities;
Regulation of national transportation.
Republics and Territories shall have jurisdiction in all the matters not conferred exclusively upon the Federal Government as provided in this article. The powers vested within in each individual Federal Territory shall be determined by the Federal Government.
The above mentioned Federal Subjects may exercise legislative power by establishing statute. If a federal statute is established that contradicts the statute of a Republic of Territory, federal statute shall overrule that law.
Article XXXI
Hasanistan shall be composed of the following Federal Subjects:
Batyr
Çobanistan
Sritjine
Körfeziye
Ardajan
The statuses of each Federal Subject shall be declared in federal statute.
New Article
Federal Subjects with the status of Republic shall have the right to their own constitution describing guidelines of governance and establishing separation of powers, within the limits of the Constitution. The government forms of Republics shall be required to be democratic and republican.
Federal Subjects with the status of Territory or Federal Territory shall be headed by a Governor, who shall either be elected or appointed. The Governor of a Territory or Federal Territory may establish a body to aid in the implementation of their powers.
New Article
Two or more Republics and Territories may, subject to the approval of the Federal Government, gather together in a political or administrative union, or unify all or part of their public services, or establish a single or joint administration to run any such service.
Article XXXV
Hasanistan is a democratic republic based on the principle of separation of powers and the checks and balances among them as provided in this Constitution.
The Congress of Hasanistan exercises the legislative power of the Nation.
The Supreme Council of Hasanistan is responsible for implementation of laws and national policies and is subject to parliamentarian control.
The judicial power of Hasanistan is unique and independent and is exercised by courts.
Hasanistan has institutions for the protection of the constitutional order and territorial integrity, public order and safety, which operate under the constitutional authority of the democratic institutions of Hasanistan.
Article XXXVI
Hasanistan uses as legal tender one single currency.
The Central Banking Authority of Hasanistan is independent and is called the Central Bank of Hasanistan. The Governor of the Central Bank of Hasanistan is appointed by the Supreme Council of Hasanistan.

Article XXXVII
The national military of Hasanistan is the National Armed Forces of Hasanistan.
The President of the Republic is the Commander-in-Chief of the National Armed Forces of Hasanistan.
The structure of the National Armed Forces of Hasanistan shall be established by federal statute.
Article XXXIX
The powers, rights and responsibilities of the President of the Republic are as follows:
Presides over the Supreme Council of Hasanistan;
Signs laws passed by the Congress, is entitled to, no later than two weeks, using the right of suspensive veto, return the law with their objections to the Congress for a second hearing and vote. If the Congress, with at least two-thirds of the established number of deputies, confirms the decision earlier expected of them, the President of the Republic signs the law. The President of the Republic does not have the right of suspensive veto concerning the laws on amendments and additions to the Constitution;
Proposes bills to the Congress;
Grants pardon and amnesty;
Awards honours and other state awards of Hasanistan and grants special state titles and distinctions upon nomination of the either the Supreme Council or the Executive Council;
Is the Commander-in-Chief of the National Armed Forces of Hasanistan;
Forms and presides over the National Security Council of Hasanistan, the status of which is determined by law;
In order to ensure the safety of citizens, orders the state of emergency and martial law throughout the national territory or in certain areas of Hasanistan. Use of the state of emergency and martial law is governed by the law of Hasanistan;
Appoints the Prime Minister;
Gives approval or vetoes the decisions of the Premier of the Republic;
Appoints the Supreme Judge of Hasanistan;
If elections are unable to be held, appoints members of both chambers of Congress, Heads of Federal Subjects and municipal leaders.
The President of the Republic is not entitled to transfer his authority to other public authorities or officials.
Article XLI
If the President of the Republic, for whatever reason, is unable to perform his duties, pending the election of the new interim President the duties of the President, by a decision of the National Security Council of Hasanistan, can be assigned to the Leader of the Congress.
Election of the President of the Republic, in this case, should be held no later than 60 days from the day of transfer of powers temporarily to the Acting President of the Republic.
A person, who is temporarily acting as President of the Republic, may run for the presidency.
In case of violation of the Federal Constitution and laws of the Nation of Hasanistan by the President of the Republic, the parliament may express no confidence in him. The issue of no-confidence can be considered at the request of a majority of the established members of both chambers of Congress.
New Article
The President of the Republic shall be non-partisan and unaffiliated with any political party, with all ties with any political party being cut upon the taking of office.
Article XLIII
The Congress of Hasanistan is the national legislative institution of Hasanistan, consisting of two chambers: the Senate and the Mejlis.
New Article
The deputies of the Mejlis shall be elected for a mandate of six months, starting from the day of the constitutive session, which shall be held within thirty days from the official announcement of the election results.
The Mandate of the Mejlis may be extended only in a State of Emergency, for emergency protections measures or for danger to the Constitutional order or to public safety of Hasanistan and only for as long as the State of Emergency continues as regulated by this Constitution, or if the President of the Republic, the Prime Minister and the Supreme Judge of Hasanistan all agree that an election would be unnecessary or detrimental to Hasanistani national security.
If vacancies arise among the deputies of the Mejlis, the President of the Republic may either appoint a new member or allow a by-election to take place if possible.
By-elections shall not take place if an election is to take place within at least two month.
New Article
The Senate shall be composed of a maximum of two Senators from each Federal Subject and the Prime Minister. If unable to select two Senators, a Federal Subject may only have one Senator.
Senators shall be elected for a mandate of two years, starting from the day of the constitutive session, which shall be held within thirty days from the official announcement of the election results. For Federal Subjects with two Senators, the elections shall be held consecutively.
The Mandate of the Senate may be extended only in a State of Emergency, for emergency protections measures or for danger to the Constitutional order or to public safety of Hasanistan and only for as long as the State of Emergency continues as regulated by this Constitution, or if the President of the Republic, the Prime Minister and the Supreme Judge of Hasanistan all agree that an election would be unnecessary or detrimental to Hasanistani national security.
If vacancies arise among the Senators, the President of the Republic may either appoint a new member or allow a by-election to take place if possible.

Approves amendments to the Constitution by two-thirds majority, excluding Chapter I, for consideration by the Senate;
Announces referenda in accordance with the law;
Approves the budget of Hasanistan;
Decides in regard to general interest issues as set forth by law.
New Article
The powers, rights and responsibilities of the Senate of Hasanistan are as follows:
Approves bills, resolutions and other general acts passed by the Mejlis;
Approves amendments to the Constitution by two-thirds majority, excluding Chapter I, passed by the Mejlis;
Gives consent to the President of the Republic’s decree announcing a State of Emergency.
New Article
The joint powers, rights and responsibilities of both Chambers of the Congress of Hasanistan are as follows:
May express no-confidence regarding either the President of the Republic or the Prime Minister of the Republic in accordance with this Constitution;
Approves the composition of the Supreme Council and expresses no confidence in it;
Oversees the work of the Supreme Council and other public institutions that report to the Congress in accordance with the Constitution and the law.
Article XLVI
Either or both Chambers of Congress shall be dissolved in the following cases:
If the composition of the Supreme Council cannot be established within sixty days from the date when the President of the Republic appoints the Premier of Hasanistan;
If two-thirds of all deputies or Senators vote in favour of dissolution, either or both Chambers shall be dissolved by a decree of the President of the Republic;
Following a successful vote of no confidence against the Supreme Council.
Article XLVII
The Supreme Council of Hasanistan exercises the executive power in compliance with the Constitution and the law.
The Supreme Council consists of the President of the Republic, Prime Minister and ministers.
The Supreme Council implements laws and other acts adopted by the Congress of Hasanistan and exercises other activities within the scope of responsibilities set forth by this Constitution and the law.
The Supreme Council makes decisions in accordance with this Constitution and the laws, proposes draft laws, proposes amendments to existing laws or other acts and may give its opinion on draft laws that are not proposed by it.
New Article
While the President of the Republic shall preside over the Supreme Council, its leadership shall be vested within the Prime Minister.

Article XLVIII
The powers, rights and responsibilities of the Executive Council of Hasanistan are as follows:
Proposes and implements the internal and foreign policies of the country;
Promotes the economic development of the country;
Proposes draft laws and other acts to the Congress of Hasanistan;
Makes decisions and issues legal acts or regulations necessary for the implementation of laws;
Proposes the budget of Hasanistan;
Guides and oversees the work of administration bodies;
Guides the activities and the development of public services;
With the approval of the President of the Republic, appoints and dismisses of the heads of diplomatic missions of the Hasanistan;
Proposes amendments to the Constitution;
May refer Constitutional questions to the Constitutional Court;
Exercises other executive functions not assigned to other central or local level bodies.
Article XLIX
The Prime Minister of Hasanistan is the Head of Government of Hasanistan and the Head of both the Congress and the Supreme Council.
Article L
The powers, rights and responsibilities of the Prime Minister are as follows:
Represents and leads the Government;
Ensures that all Ministries act in accordance with government policies;
Ensures the implementation of laws and policies determined by the Supreme Council of Hasanistan;
Appoints the Supreme Council with the approval of both Chambers of Congress;
May change members of the Supreme Council without the consent of Congress;
Appoints the Head of the General Directorate of Security;
Consults with the President of the Republic on matters of intelligence;
In cooperation with the President of Republic, jointly appoints the Head of the National Security Bureau;
Consults with the President of the Republic on the implementation of the foreign policy of the country;
Performs other duties as set forth by the Constitution and the law.
Article LI
The Prime MInister is selected by the President of the Republic from recently elected deputies of the Supreme Council of Hasanistan. The Prime Minister does not need to stand for re-election until the President of the Republic’s mandate is completed.
New Article
In the case that either Chamber of Congress cannot have a minimum of three deputies or Senators, the Congress may be convened as a unicameral body. A method of election for the unicameral Congress shall be established by federal statute.

Constitutional referendum scheduled for Hasanistan's seventh anniversary

Yesterday, Premier Shady Morsi proposed and passed the Constitutional Referendum Act, 2018 to enable a referendum to take place over various amendments to Hasanistan's Constitution and governing structure. The referendum shall take place on 7 September 2018, the seventh anniversary of the founding of Hasanistan.
To enable to chosen date for the referendum to have been legally available, President Hasan Çakar added an amendment to the Act which nullified the section of the Presidential Decree Regarding Electoral Matters that established a minimum of a two-month campaigning period.
The changes proposed in the referendum were the idea of Premier Morsi, who wished to establish a new model of federalism and lessen partisan influence within the state. Morsi also discussed many of the changes with President Çakar. While the full list of proposed amendments has not been released, the Act stated a general description of the changes which shall be voted on in the referendum.
  • The Ili-Alatu People’s Federal Republic of Hasanistan shall be renamed Federal
  • Republic of Hasanistan.
  • The government system shall be reformed from a federal parliamentary republic to a
  • federal semi-presidential republic. There shall be a review and change in the powers
  • of both the President of the Republic and the Premier of the Republic.
  • The President of the Republic shall be required to be non-partisan.
  • The position of Premier of the Republic shall be renamed the Prime Minister of
  • Hasanistan.
  • The federal model of the state shall be reformed. The current types of Federal
  • Subject established in the Constitution shall be abolished and replaced with three
  • new types (Republic, Territory and Federal District).
  • The Supreme Council of Hasanistan shall be abolished and replaced with a bicameral
  • legislature with an upper house and lower house. There shall be a review in the
  • powers and organisation of the new legislature.
A full list of articles of the Constitution that are proposed to be amended shall be published before 20 August 2018. Campaigning for the referendum was permitted to begin immediately following the enacting of the Act.

Supreme Council passes act grants Konraq-Kazakhizia independence

Yesterday, the Premier of the Republic (the Supreme Council's sole member) passed an act granting the Konraq-Kazakhizia municipality of Batyr independence in the first session of the Supreme Council. This was after an agreement between the Premier and the President to grant the area independence. Konraq was granted independence at the start of today.
Konraq-Kazakhizia had been a small area on the outskirts of Batyr city centre that had been established in 2013 on the border regions of Hasanistan before the expansion of its territorial claims later that year. Konraq-Kazakhizia (under the name Konraq) was originally a Viadalvian province established with the approval of the Hasani government. Throughout its history, Konraq had been passed through the hands of various of other "Oegstgeestian micronations" and even experienced short periods of independence. In 2016, the Pavlovian government annexed the region (under the name of Kazakhizia) from Dachenia in the Treaty of Iskenderabat and integrated the region into Hasanistan proper. Following the collapse of Pavlov, the independent Hasani state integrated the region fully into the Province of Batyr.
Under the act passed by the Supreme Council, which was jointly ratified by President Hasan Çakar and Premier Shady Morsi (who was also serving as the representative of the Konraqi state), Konraq was allowed to peacefully succeed and full diplomatic relations were established between the two states. No referendum was officially needed to take place as residents of Konraq were officially registered as residents of the autonomous Ardajan region rather than Konraq, leaving Konraq-Kazakhizia with no registered residents to hold a referendum with.
In addition to diplomatic relations, a pact of mutual defence was established between Hasanistan and the new Konraqi state. The pact was ensured to be solely defensive and in respect of Hasanistan's neutrality policy. A rotating leadership of the pact was established in the act to oversee the defensive alliance, with the head of states of both states taking turns to manage it. The Konraqi head of state had been announced as the first General Secretary of the Pact.
The Konraqi government had already established the basics of the government structure after the act had passed. Premier Shady Morsi was self-appointed to also serve as the Mayor-President of Konraq, a move welcomed by the Hasani government.

Hasan Çakar unanimously elected as president; Shady Morsi appointed Premier

Hasan Çakar has been elected in his second official term as President of Hasanistan following unanimous election by voters. In an election where Çakar was the only candidate, all voters who participated approved his presidency. The election had a turnout of 71.43% (5 out of 7 eligable voters). Çakar is the second president in Hasani history to serve two elected terms, following his brother Tanju Çakar's two term presidency between 2013 and 2016.
Çakar soon took the oath of office and was inaugurated. He appointed Shady Morsi as the Premier of Republic, who also assumed office of the Supreme Council deputy for Ardajan.

Fifth presidential election begins in Hasanistan

Today, Hasani citizens cast their ballots to elect their next president. Voting began at 07:00 (WET) and ends at 23:00 (WET). There are 7 eligible voters in the election, the entirety of Hasanistan's population.
The sole candidate in this year's election is Hasan Çakar of the People's Unity Party, the founder of Hasanistan who has been serving as its provisional head of state since late 2017 following the secession from Nedlando-Khorașan. Due to the fact he is the sole candidate, the election will be in the form of a referendum where voters can either accept or reject his candidacy. Çakar is expected to gain the approval from the majority of the Hasani people. In the unlikely case that Çakar's presidency is rejected, he (as the head of the provisional government) much either call a new election or appoint someone else to serve as president.
Çakar is expected to appoint Shady Morsi as his Premier. The two made an agreement for 'electoral co-operation' in April and established an alliance between their two parties (the People's Unity Party and the Northern League). Whoever is appointed as Premier will also serve as the deputy of their province in the Supreme Council. In regards to other Supreme Council deputies, no legislative elections are planned.

Hasanistan and Karuna sign Treaty of Mutual Recognition

Yesterday, the President of Karuna and the Provisional President of Hasanistan Hasan Çakar ratified a treaty that established mutual recognition and bilateral relations between Hasanistan and the Republic of Karuna.
The Republic of Karuna is recently established micronation whose mission statement is to establishment friendships, understanding and compassion between people and nations from all walks of life.
Provisional President Çakar has stated that he hopes for a bright future in regards to Hasanistan's new friend and hopes for strong co-operation between the two nations.

Hasan Çakar announces presidential candidacy

Today, Provisional President Hasan Çakar has announced his candidacy in 2018 presidential election. Çakar will run as the candidate for the Unity Alliance, an electoral alliance composed of the People's Unity Party and the Northern League. Shady Morsi has been selected as his "running mate" and will be appointed Premier if Çakar wins.
In regards to his candidacy and future election campaign, Çakar gave the following statement:
"I am announcing today my candidacy for the Presidency of Hasanistan. I have decided to run in this election as I am the most experienced to serve this role as a founder of this nation who has served as its head of state and head of government multiple times since its foundation and proudly served those roles. 
I shall run my campaign under the banner of the Unity Alliance of Hasanistan. Shady Morsi shall serve as my running mate and the future Premier of the Republic in the event of victory.
It is with this image that I begin this campaign." 
No other citizen has declared his candidacy for the election as of yet.

Presidential election rescheduled for July

Following much speculation, Provisional President Hasan Çakar has announced that the presidential election which was postponed earlier this year shall take place Friday, 22 July.
The voting for elections on 22 July shall begin in the morning at 07:00 WET and end at 21:00 WET. Applications for registration of candidates may begin immediately and the deadline set for candidacy applications shall be 10 July. Campaigning may also begin immediately, which may continue until two days before the election.
The election shall follow the electoral system established in the Presidential Decree regarding Electoral Matters, signed earlier this year by Provision President Çakar.

People's Unity Party and Northern League establish electoral alliance

The leaders of the People's Unity Party and the Northern League party based in Ardajan have agreed to establish an electoral alliance known as the Unity Alliance. The two parties will now co-operate in any future elections and agreements between the two member parties have been made for presidential elections.
The decision to establish an electoral alliance hints that the presidential election that was scheduled for earlier year but was postponed, may happen within the next couple of months.

Provinicial reform plan released

Provisional President Hasan Çakar has released a provincial reform plan that he hopes to implement through a potential referendum in the future. The plan includes discussions about the current federal structure of Hasanistan and the powers , creation of new municipalties and the status of the autonomous province of the Free Republic of Ardajan.
The first part of the plan is the discussion of the federalism and the current state rights. Provisional President Çakar has stated that the need for the current federal state is questionable and the possibility of a return to a unitary structure needs to be debated. There is also the fact that none of the provinces of Hasanistan, outside of Ardajan, exercise many of the legislative and executive rights granted to them.
The second part of the plan is the current municipal borders. The creation of new municipalities within Köktughluk, Ardajan, Çobanistan and Batyr. The main priority out of these shall be Köktughluk, which was annexed by Hasanistan last year while part of Pavlov. Currently, the only established municipality is Kriştovsaray. Discussion is required to be held about how the province shall be divided and how many new municipalities Köktughluk will require.

In regard to the other provinces that are discussed, the changes are smaller. There is talk about splitting Ardajan municipality of Ardajan and Karamankaş municipality in Çobanistan. In Batyr, there is discussions on the creation of municipalities in the outer areas of province. Also on the matter of Batyr, there is also a debate about splitting the province itself into a "Outer Province" and a "Capital District".
The third part of the plan is in regard to the autonomous Free Republic of Ardajan's status. The province of Ardajan has always been culturally different from rest of Hasanistan and has been tied to "Oegstgeestian nations". The autonomous status of Ardajan is planned to be maintained, but there is discussions about rights its government will be given in regard to managing its own foreign policy separate from the Hasani government.
Provisional President Çakar's plan may or may not be voted on in the future in a referendum. However, this plan is not the priority of the government at the moment as a non-provisional government is still required to be established.
