Statement from new Pavlovian head of government Hasan Çakar regarding new constitution!

For the last three days, the most important figures in the Pavlovian government (including myself and, His Imperial Majesty, MTAGBHR) have been discussing major changes within the nation. As some of you may know, on April 28th (in the Gregorian calendar) we declared the beginning of a “transitional period”. The reason why we declared a transitional period is that Pavlov is to adopt a new Constitution and the transitional period shall be the process in which we begin to follow the government structure. This new Constitution has been created to rejuvenate Pavlov and prevent it collapsing into inactivity.

I know many people may be worried that this Constitution will have a similar fate to our previous three, failing to deliver on its goals and making the situation worse, but this will not be the case this time. Confidence is high this time and the right precautions have taken place to ensure it works. This is why we enacted a new citizenship law yesterday. One of the biggest failures of our previous attempts was lack of commitment and lack of citizen participation and some of our citizens prioritizing commitment. We have also realized why this lack of commitment have happened so we have implemented changes in the Constitution to accommodate for more activity and citizen participation.

Now regarding the changes established in the Consitution, I will give a rundown on the major changes but you can read the full Constitution here. The first thing I must establish is that Pavlov will transition from an Empire to a Principality. His Imperial Majesty the Tsar and Grand Prince’s title shall be changed to His Serene Highness The Sovereign Prince of Pavlov. We are also changing our government’s structure to one based off Monaco. We are going to stay a mostly unitary, parliamentary semi-constitutional monarchy as before but we have improved on the weakness of our previous constitutions’ government structure. Judiciary power shall be vested within a Supreme Court acting in name of the Monarch, legislative jointly within the His Serene Highness the  Prince and an elected legislature and executive within His Serene Highness the Prince. Although I must mention that some of these changes will only be implemented once the transitional period is declared finished.

Pavlov will sadly lose some of our provinces due to territorial reform. The territories of Akebar, Montrouge and the Carpathia have been granted independence from Pavlov and may move on their own path now. Our Antarctic territories will no longer be the seat of our government but turned to a colony while our new capital shall be based in the territory of Psatura. A new province has also been formed from the former territory of the Principality of the Qërimoğulları, the Province of Rzagorod. The changes we face will not only be political. We will face a mass cultural reform to help rejuvenate Pavlov. We will go into further detail on these changes in the coming weeks.
