Sublime State adopts Basic Law

The Sublime State, henceforth known as the Sublime State of Turan, has adopted the Basic Law written by His Imperial Majesty the Shah Daniyal Khan, may Allah (SWT) be pleased with him. The completion of the Basic Law has established the government and legal structures of the Sublime State, which was established from the re-organisation of the Hasanistani state on 10 March 2022.

The Basic Law begins by establishing the basic principle of Turan, including its direct succession from previous Turkic empires such as the Ottomans, Seljuks, Golden Horde and Timurids and the Roman Empire through conquest. It defines subjectship and residents, also setting out the dhimmi system in which non-Muslims shall pay jizya for protection within the state.

The second section deals with the institution of the Monarchy and the Royal Family, setting the procedure for their succession, establishing that power by other elements of the government is derived from the Monarch, the Bayah (pledge of alleigence) for the Monarch and establishing the mechanism for regencies.

It subsequently states the role of the Majlis as the legislative branch, the Divan as the executive branch and the role of the Grand Vizier. The Majlis shall be the decision-making body, appointed at the Monarch's full discretion. The Divan is appointed on recommendation of the Grand Vizier to implement policy decisions. Administrative divisions and their responsibilities have also been defined, with the confirmation of integrating the crown territories of His Imperial Majesty, may Allah (SWT) be pleased with him.

The judicial system shall be based upon the traditional Islamic concept of a millet system, most notably seen in the Ottoman Empire, whereby religious groups shall be governed by their own laws. Each "millet" shall have its own head from its religious community.

The law also establishes the administration of nobility and rights and duties. It states that Turan shall protect human rights based upon Islamic teachings.
