Shahanshah issues edict declaring new elections in November

His Majesty the Shahanshah has issued his sixth royal edict (I DEÑ 6) declaring that new elections shall be for 6 November 2020, following a request from the Prime Minister. The decision has been made that elections should be held following the upcoming merger of Hasanistan and Montescano, and also the fact that the Hasani government believes Mejlis elections should be held twice annually. This election will be the second legislative election and eight national vote (including referendums) in Hasani history.
The elections will be governed under the same electoral system that the previous election was, with a first-past-the-post constituency-based system. Those areas with only one candidate shall hold public votes of confidence rather than normal elections. Registration and campaigning may begin immediately.
The current state of emergency and COVID-19 pandemic was taken into consideration, granting clarity that plans have been established to postpone the election if the crisis may affect participation levels. Prime Minister Hasan Çakar stated regarding this matter "We implemented this due to the fears that the virus will not die out during the summer and we must always prepare for the worst case scenario".

Hasanistan adopts Cyrillic script for Hasani

The Mejlis has approved the I DEN AM 4 (Cyrillisation Act) which has decreed the adoption of the Cyrillic Hasani script, developed by Prime Minister Hasan Çakar, to become co-official alongside the current Latin script.
A Cyrillic script had originally been used during the early phases of the development of the Hasani language between 2013 and 2014, although was later dropped in favour of solely Latin. The decision has been made to re-establish Cyrillic script as an official Hasani alphabet alongside the Latin script, to increase the uniqueness of the language and establish differences from Istanbul Turkish which the language shares a high amount of similarities.
Official documents and other material using Hasani shall now feature Cyrillic Hasani script alongside Latin script.

Statement of Hasan Çakar regarding recent controversies within micronational world

Hasan Çakar, current Prime Minister and founder of Hasanistan, has been the source of controversy within the wider micronational community recently after being blamed for a series of vandalism on the website "micronations.wiki" or more commonly known as "MicroWiki" alongside another prominent individual. Çakar and Hasanistan have also come under more accusations for "spreading false information" in regards to other nations and being "immature"
Çakar has issued the following response, not in his capacities within Hasanistan but as a wider micronationalist, to those critics:
"Hello to all dear readers, 
I am writing this statement today to address criticisms that been made against me, which I believe are unfair but laughable. Usually, I do not care what these pipsqueaks think or say and I honestly still don't. This statement is solely for those who do not issue unilateral judgements based on emotion and attempts to please individuals they consider superior.
In regard to the initial accusation of the vandalism, I shall issue no comment. Vandalism is an immature action, which among the users of MicroWiki I honestly find few who have not engaged or claimed to have engaged in the action. Many of these prominent individuals who are crying about the incident were either proudly engaging in vandalism against younger users or those they considered not within their nonsensical standards in past but engage in other immature actions against each other. This includes those among the administrators of MicroWiki and its notable user base (past or present). I can personally name citizens of the community's most 'prominent' nation who have engaged in petty actions that could be considered vandalism. It should be added, this most 'prominent' nation also welcomed with open arms a notorious troll who was previously outed to have attempted immaturely to infiltrate other micronations and 'overthrow their governments' in his own words, regularly used offensive and violent rhetoric against a wide range of ethno-religious groups (Turks, Tatars, Austrians, Catholics and various others), presumably groomed underage girls for sexual images and himself engaged in vandalism.
Anyway, firstly, the accusation is mostly based on the findings of a French micronationalist with Ukranian descent (who I shall not name but whose description will be easily identifiable to some reading). I don't know the content of the reasoning for this 'verdict' and he claims to not currently publish it due to the current global health crisis. However, without commenting on the verdict itself, I hold it in little regard anyway. Firstly, the trial (which I was not going to 'attend' regardless) that was demanded for me and the other accused to go by this person was solely in French (at least it was implied this way to us). Neither of us speak fluent French, my knowledge of French is a few greetings and nouns, so how could this even be a fair trial. Secondly, this person accused me of being a friend of 'Russian fascists'. I do not know a single Russian fascist, he is simply throwing pejoratives against people I associate with who hold some views that he opposes. This Zionist fan boy is also a well-known Russophobe, probably due to his ultra-nationalistic love for his ancestral homeland Ukraine, who has in the past made abhorrent comments against the Russian people.
The next area of controversy was my statements on the GUM, which have led to me being called an 'anti-GUM extremist' (I frankly could not care about this organisation or its little wannabe-despot leadership). First of all I have been accused of being this by some diaspora Boer South African pipsqueak who is to cowardly to directly address me anymore and also engages in idle-talk against the other accused who he previously begged me to help him re-communicate with. I have been in micronationalism for 9 years, longer than most of these pipsqueaks, and especially this child so I do not value his opinion. Anyway, the claim is that I am making false statements by saying they are behind coronavirus. I issued this because the alarmism of their members is helping no one and is overall cringe-worthy, and also to annoy them, so I decided to point it out and it seems to have caused some emotional trauma for these imbeciles. I should also add that statement was made in the context of my quote, they then claim that the news source of the Hasani government is fully unreliable due to this (which is laughable as I usually take a neutral point of view when writing articles that are not my opinion pieces, they can ask anyone who I have written articles for).
Anyway, recently, I was banned from their site and I also have evidence that they wish to expel me off other platforms. During this little controversy, my site was incorrectly marked as 'spam' by Facebook and I reason to believe one or some of the individuals from the 'GUM-o-sphere' was behind this. They think they can expel me from micronationalism, but I have been a micronationalist longer than most of them and my micronation 'Hasanistan' has received recognition that these children wished they had (having been mentioned in a popular internationally-published book).  Of course, unlike them, I do not use this as some kind of justification for false superiority as that is not within my personality.
The MicroWiki administrators have made it a personal effort on their part to engage in revisionism for various matters, including now myself, and are working tirelessly to try smear and slander me. After the publication of this statement, they will probably do some additional slander to let off some steam from their inevitable frustration. It is hilarious that the self-proclaimed 'Emperor' of a certain micronation and his goons cannot bear to have anything that challenges his pathetic personality cult. Also micronationalism is far more than some website, the fact that the 'elite' of these people cannot see that shows their intelligence levels. It also shows a lacking respect of the right to freedom of speech and thought, which many on there claim to believe in.
Anyway in conclusion, I am just refuting the foolish criticism and stating that other micronationalists should not let peer-pressure stop them from interacting with me. I am a helpful and kind person, I have helped numerous micronationalists (new and old) do various things for their projects simply out of generosity and without intending any favours or personal benefit in return. I also don't want to really comment on the other accused individual, but I will say he is of good moral character and the treatment of him has been appalling and shown the worst in human character. And to my critics, I do not feel any hard feelings and forgiveness is a part my character and belief system. The door for reconciliation or 'agreeing to disagree' is open and I will not turn away anyone wishing to do so. This includes those I have called out in this article, those who I not and those who incorrectly feel I have. However, I do not sit idly while being attacked and so I have been forced to respond to childish behaviour.

CPMC Act voted on again and passed; Prime Minister gives additional statement on COVID-19 pandemic

The I DEN AM 3 (Coronavirus Prevention, Mitigation and Containment Act) or "Coronavirus Prevention, Mitigation and Containment Act" (CPMC Act) was voted on again within the Mejlis, with numerous amendments that removed controversial aspects of the previously proposed legislation. The vote in the Mejlis passed by 3 in support, 1 in opposition, no abstentions and 2 not present.
Controversial articles of the Act, such as the measures that gave the Prime Minister significant power without the approval of the Shahanshah and the 'execution' punishment for those who did not follow quarantine orders, were modified or removed. While the Prime Minister was given executive powers, they now require the approval of His Majesty and can be amended or cancelled by the Monarch at anytime. The rest of the act has generally stayed the same. The act still has some critics, such as the Sheyk-al-Islam who voted against the act (in his capacity as Kökbulus' representative) and has described its previous version as un-Islamic.
In addition, Prime Minister Çakar issued another statement on the COVID-19 pandemic which clarified his previous position and made new points. The statement was as follows:
"I am glad the Act finally passed, there is no need for alarmism or panic with Hasanistan as this legislation will prevent any crisis infecting the territory. In regard to Hasani citizens living abroad, we order that they follow the health advice within this Act if they wish to remain safe. 
However, I must address the mockery that was made about my previous statement. There was no comedy in my statement and everything I said is true. The failure of the capitalist-hedonist West to deal with the situation is admitted by their own population. In the UK under Boris Johnson for example, they are too concerned for economic interests and maintaining houses of vice open that they are taking no useful measures and the virus is spreading among the population at an extremely quick and large-scale rate. The fact that the Western world needs to remind its population to maintain personal hygiene just makes the context of the situation apparent. Although it is no surprise, as it has been shown in the past that the Muslim-populated areas of Europe maintain better hygiene than those living in the secular capitalist regimes. And China's responsibility is well-known, they may have potentially began to halt the spread of the virus for now, but their incompetence and corruption led the initial spread of the virus to begin with and they were in fact too busy sending Uyghurs in 're-education camps' instead of dealing with the initial crisis in Wuhan. Finally the alarmism and spreading of disinformation within the 'intermicronational community' is becoming more apparent each day as the atheist-capitalist members of the 'Grand Unified Micronational' issue more nonsensical, meaningless statements with no avail. For example, we have seen Austenasia, Adammia, New Eiffel, the Gymnasium State, Nova-Occitania and other GUM irrelevancies issue statements of no substance and just intend to pretend they care about this. I am laughing at their foolishness."

People's Unity Party enacts reforms and changes name; returns to old name

The People's Unity Party has reformed and changed its name back to the 'Nomad Party' after the approval of the proposal by the party's membership. In addition to the name change, the party has adopted the formal ideological line of 'nationalism, Seljukism, communitarianism and environmentalism', changed the title of its leader to General-Secretary and adopted a new logo.
The People's Unity Party is Hasanistan's oldest party, having been founded in 2013 as the Secessionst Party before being renamed to the Nomad Party and then its current name. The party currently holds the majority of seats in the Mejlis, following its electoral victory earlier this year.

The new Nomad Party official party line has been described as follows:

  • Nationalism - The Hasani Nation is a unique nation, part of the Turanian and Islamic supranations, and shall be an independent, sovereign state.
  • Seljukism - Hasanistan is the successor to the Great Seljuk State and the Sultanate of Rum.
  • Communitarianism - Governance shall be based upon protecting the integrity and well-being of society, from the family-level to the national-level, and social and economic policies shall represent this.
  • Environmentalism - The Hasani Nation shall preserve its historic, natural and social heritage. The environmentalism of the Nomad Party will not only seek to protect the natural environment from destruction and decay, but the cultural environment as well.

'Forced conversion' bill fails to pass in Mejlis

A 'forced conversion' bill, the I DEN AM 3 (Forced Conversion Act), proposed by the Sheyk-al-Islam and representative for Kökbulus Mustafa Abu Ali ibn Qasim failed to pass after the vote concluded in a tie (3 in support, 3 in opposition) and His Majesty issued the tie-breaking vote in favour of the opposition.
The bill stated that all non-Muslims would be required to convert to Islam and the Sheyk-al-Islam would oversee the conversions. Citizens who would have attempted to avoid conversion would have been tried.
The proposal by Sheyk-al-Islam Mustafa Abu Ali ibn Qasim was controversial among both Muslim and non-Muslim citizens. Some Muslim citizens opposed the law as forced conversion is considered prohibited by some Islamic scholars and doctrines, while non-Muslim citizens opposed it on the basis of being allowed to follow their own religion.

Sheyk-al-Islam announces formation of new Islamic Party in proclamation

Today, the Sheyk-al-Islam Mustafa Abu Ali ibn Qasim issued a proclamation establishing a new Islamic political party within Hasanistan known as the 'Islamic Party of Hasanistan' with the stated aimed goals of enforcing Sharia, removing un-Islamic elements in Hasani law and bring back the practices of the early Ummah of the days of the Prophet Muhammad (pbuh) and of the Righteous Caliphs.
In the statement, the Sheyk-al-Islam initially addressed the current global coronavirus outbreak and called it a test from Allah, quoting Quran verses and hadith as proof. He also stated that Muslims should not doubt Allah's power to heal and take un-Islamic measures against the crisis.
The Islamic Party is now currently the fourth active political party, alongside the People's Unity Party, Progressive Party and the Northern League. As the Sheyk-al-Islam is also the elected representative for Kökbulus, the party has representation in the Mejlis.
The new Islamic Party shares the same name as the now-defunct Islamic Party of Muhammet Ali. The former leader of the defunct party, who was also the previous Sheyk-al-Islam, has not made a public statement regarding the new party with the same name and there are no known relation between the two parties.
The full statement of the Sheyk-al-Islam reads as follows:
In the Name of Allah, the Compassionate, the Merciful! All Praise Belongs to Allah, the Lord of the Worlds, and May Peace and Blessings be upon the Greatest and Trustworthy Prophet and His Pure Progeny, His Chosen Companions, and upon all Divine Messengers. Oh, Allah, Hasten the Emergence of Your Chosen Beloved, Grant Him Good Health and Victory, make us His Best Companions, and all those who attest to His Rightfulness!
Citizens of Hasanistan, friends, allies! With the ongoing Coronavirus outbreak, we’re witnessing how Allah the Merciful, the Exalted, is testing the faith of his Ummah and calls upon the rest of the world to join the true Deen.
From the Noble Quran we know that a disease is not a punishment of Allah, saw, for had it been punishment, not a single living person would have deserved to live: “If Allah were to punish men according to what they deserve He would not leave on the back of the (earth) a single living creature: but He gives them respite for a stated Term: when their Term expires verily Allah has in his sight all His servants” (Fatir 45). And yet, we know that Allah, saw, often tests our faith and not always guides us through glad tidings: “Be sure We shall test you with something of fear, and hunger, some loss in goods, or lives, or the fruits (of your toil); but give glad tidings to those who patiently persevere. Who say when afflicted with calamity: “To Allah we belong and to Him is our return.” They are those on whom (descend) blessings from Allah and Mercy; and they are the ones that receive guidance” (Baqarah 155-157).
Further evidence for the diseases being a test of Allah, saw, can be found in the Fiqh-us-Sunnah 4.1: Sickness, Expiation of Sins. Abu Hurairah narrates that the Prophet, peace be upon him, said: "When Allah wants to be good to someone, He tries him with some hardship."
Abu Hurairah also reports that Allah's Messenger, peace be upon him, said: "For every misfortune, illness, anxiety, grief, or hurt that afflicts a Muslim -even the hurt caused by the pricking of a thorn - Allah removes some of his sins." Ibn Mas'ud said: "I visited the Messenger of Allah, peace be upon him, while he had a fever. I exclaimed: 'O Messenger of Allah! You have a high fever! ' He said: 'My fever is as much as two among you [might have]. ' I asked: 'Is it because you have a double reward?' He replied: 'Yes, that is right. No Muslim is afflicted with any hurt, even if it is no more than the pricking of a thorn, but Allah wipes off his sins because of it and his sins fall away from him as leaves fall from a tree'."
Abu Hurairah said: "The Prophet, peace be upon him, remarked: 'The example of a believer is like a fresh tender plant; from whichever direction the wind blows, it bends the plant. But when the wind dies down, it straightens up again. (Similarly a believer is tested by afflictions to strengthen his faith and heart, and he remains patient and firm). And an evil person is like a pine tree which remains hard and stiff until Allah breaks it whenever He wills."
How does a pious Muslim make sure to pass this test? By strictly adhering to the Quran, revealed to us through the Greatest and Trustworthy prophet, which is the “guidance for the worlds” (Imran 96) and the “manifest light” (Nahl 89). The more suffering and hardship we encounter – the stronger must be our Iman and adherence to Islamic values. As believers, we shouldn’t be concerned nor afraid of coronavirus, nor should we participate in unislamic and blasphemous practices going against the natural order of things, done by qafirs who think they can outsmart Allah, the Lord of the Worlds, with their quarantines and lockdowns. Allah Himself is our physician, as outlined in Shu’ara 80: “And When I am ill, it is Allah Who cures me”, and the Noble Quran is our cure, as follows from Israa 82: “And We reveal of the Quran that which is a healing and a mercy for believers though it increases the evildoers in naught save ruin” and Fussilat 44: “And declare (O Muhammad) Quran is guidance and healing for believers”. 
Can we Muslims dare to search for a better physician than Allah, saw, and for a better cure than the noble Quran? Wouldn’t it be the greatest blasphemy of all? Yet we see in Hasanistan some people doubting the power of Allah to heal all things and resorting to unislamic measures against coronavirus rather than going back to strict Islamic observance. As the Sheikh-ul-Islam of Hasanistan, I cannot stand idle when Islam is questioned, when the Greatest and Trustworthy Prophet is prophaned, when the Holy Quran is regarded as merely a book and not as a guidance of life. Therefore, I announce the foundation of the Islamic Party of Hasanistan.
Our goals will be as following: 1) Enforcing strict Shariah law in Hasanistan; 2) Getting rid of unislamic elements in the legislation and unislamic customs in the society; and 3) Bringing back the practices of the early Ummah of the days of Muhammad, pbuh, and of the Righteous Caliphs.
With so many closet qafirs among our ranks, our fight will not be easy. Yet, we have Allah on our side, who revealed us what will the fate of the unbelievers be: “As to those who reject faith, I will punish them with terrible agony in this world and in the Hereafter, nor will they have anyone to help.” (Imran 3). We will follow Allah, fight this battle, and attain the greatest reward of all, as prescribed in An-Nisa 74: “Let those fight in the way of Allah who sell the life of this world for the other. Whoso fighteth in the way of Allah, be he slain or be he victorious, on him We shall bestow a vast reward.”
We call on all faithful Hasanistani Muslims to join us in this fight.

Mejlis fails to pass Coronavirus legislation

Yesterday, the Mejlis voted down the proposed I DEN AM 3 (Coronavirus Prevention, Mitigation and Containment Act) or "Coronavirus Prevention, Mitigation and Containment Act" (CPMC Act), proposed by Prime Minister Hasan Çakar. The vote on the proposed act ended in a tie with three in support and three in opposition, with the Shahanshah breaking the tie in favour of the opposition.
The act was drafted and proposed by the Prime Minister after he had received some criticism for being dismissive of the initial ability of coronavirus strand COVID-19 to spread outside China, which was recently declared a global pandemic by the World Health Organisation (WHO).
The act sought to establish numerous policies and procedures to counter the virus, including mandating isolation at home or in 'isolation camps', creating an organisation to manage planned isolation camps (the Isolation Camps Administration), banning public gatherings, granting executive and legislative powers to the Divan and Prime Minister to deal with the crisis, closing all Hasanistan's borders for both travel to and from the country, giving sanjaks powers to deal with the situation and calling for 'physical and moral hygiene'. The act was controversial for two reasons, firstly its inclusion of punishments that included 'execution' although Prime Minister Çakar stated "Its laughable to think this part was serious, we're not going to execute anyone as we don't want to or have power to, it was just to make citizens aware of the threat". The other controversy was the inclusion of granting significant powers to the Prime Minister, including the ability to pass 'decrees to protect public health', which some stated was authoritarian and dictatorial.
After the failure to pass the act, Prime Minister Çakar issued the following full statement: "It is a shame that our decisive plan to stop coronavirus, the most common sense response to coronavirus so far in this world, was rejected but I will revise it and allow it to be voted on again. We advise all citizens follow the guidance of the act anyway for public health and their own safety. In regard to the threat of coronavirus, this tragedy is sole blame of the global capitalist-hedonist oligarchs who place more importance on stock markets, oil prices and gatherings of vice (eg: 'concerts' and 'nightclubs') than the well-being of their own people, the incompetent Turkophobic Chinese totalitariat who cares more for oppressing our Uyghur kin than solving the inital outbreak in Wuhan city and the corrupt Grand Unified Micronational who is to busy spreading alarmism and meaningless statements."

Mejlis holds two-day session; approves invite joining new Pavlovian Tsardom

The Mejlis had held a session, beginning last night and ending this morning, over the matter of approving the request to join the proposed re-established Tsardom of Pavlov on 29 May 2020 which was offered by the Principality of Montescano. Following three votes, two on the issue and one to solve a tie after the first vote, the Mejlis finally voted to approve accepting the invite through the "I DEN AM 2 (Tsardom of Pavlov Act)".
The Principality of Montescano, which is also ruled by His Majesty the Shahanshah, invited all member states of the Pavlovian Union to merge and re-establish the Pavlovian Tsardom on 29 May. Following some days of discussion, the Hasani government put the decision regarding acceptance of the invite to the Mejlis yesterday. His Majesty the Shahanshah thus proposed the first motion of the session regarding accepting the invite.
In the initial vote on accepting the invite, the vote ended in a tie with three representatives supporting the decision and three opposing the decision. This caused an impasse in the Mejlis, as the Hasani Constitution did not state what would happen in the case of a tie.
His Majesty put forward a second motion requesting the ability for him to have the ability to issue a "tie-braking" decision to break the deadlock. This was passed by 3 in support, 2 in opposition and one abstention.
Finally, a third motion was put forward as a second vote on the issue of accepting the invite. In addition, the Tsardom of Pavlov Act was quickly drafted to formalise the decision and describe how the process of annexation by the Tsardom of Pavlov would take place. The vote predictably ended in the same stalemate as the first vote, although His Majesty now was able to pass the law through his tie-braking decision. He then quickly gave royal assent, formally enacting the law.
The passage of the Tsardom of Pavlov Act now means that a process will begin preparing for Hasanistan merger with Montescano and other Pavlovian Union member states to re-establish Pavlov on 29 May 2020.
