Today, His Imperial Majesty Alexander IV, the Emperor and Autocrat of
all-Pavlov, may the Almighty God bless his reign, passed a decree,
taking over full control of the state and passing certain cultural and
governmental changes. This decree comes as a response to the 11% voter
turnout in the constitutional referendum of 1-3 February (in the
Gregorian calendar).
The decree envisions that the official name of the State shall remain the Empire of Pavlov in English, the Павловское Царство in Russian and the Павлівське Царство in Ukrainian. It secondarily establishes that the Ukrainian language and English language shall be the official languages of the state, the former due to her relation to Medieval Ruthenian and the latter due to the widespread knowledge of the citizens of the Empire of this language.
It furthermore envisions the dissolving of the State Duma and State Council, both being replaced by the Unicameral legislature named the Zems’kyj Sobor. Which shall be appointed directly by the Emperor and may consist only of Nobles of the Realm. Furthermore it banishes and replaces the titles of Baron and Count due to them having a non-rus’ origin. The Empire shall retain only the titles of Boyar and Prince for it’s nobles. With the title of Boyar being equal to that of Baron and shall carry the styling of The Most Honourable. The title of Prince shall be equal to that of Prince and shall carry the styling of His Highness.
Also, the new decree sees reforms to the provincial system of the Empire. The states of Daljam, the Qërimoğulları, Ledjanoj Ostrov and the Lordship of the Isles have been dissolved while their have been some minor territorial changes between the states. Daljam, the Qërimoğulları and two European overseas territories of the Crown Lands of Hrejmanna have been merged into the Province of Psatura. Hrejmanna has also lost the Central Asian region of Köktughluk to the Province of Hasanistan but has annexed the Lordship of the Isles and Ledjanoj Ostrov. Hasanistan will see reforms to its own subdivisions following the annexation of Köktughluk.
It lastly changes the styling of the Monarch to:

Sovereign in the Order of Tsar Simeon Bekbulatovich, in the Order of St.
Volodymyr the Baptizer and in the Order of the Flat Earth, Hereditary
Lord and Owner of the Mountain Princes and of many other states and
lands"
And his official short style to:
"His Imperial Majesty the Tsar and Grand Prince of all Pavlov"
