National Parliament passes law implementing terms of treaty with Pavlov

The Consultative Mejlis has passed the "Implementation of the Treaty of Eternal Alliance and the Acceptance of Socius Status Between the Empire of Pavlov and the Sublime State of Hasanistan Act 2021", an act which implements the terms of the Treaty of Eternal Alliance and Socius Status with Pavlov and makes changes to simplify Hasanistani bureaucracy in line with the constitutional changes regarding the return of the Shahanshah. The act was passed in a low-turnout vote with 1 support from the sole deputy present, although the other deputies have not publicly expressed any opposition since its passage.

The Shahanshah has been returned powers which were granted to him under his previous rule, such as the right to issue royal edicts and decrees, and has been made the head of judiciary again which has been a role which Iskender IV has previously fulfilled in past Hasanistani governments. The judicial system has returned to the previous Sublime State model of local nobles becoming judges, with them also becoming as the local heads of local government as elected head offices at the local-level have been abolished. Elected assemblies at the local-level may still exist if they meet the conditions as previously established in the 2nd System of Government Act.

The powers and responsibilities of the new office of Başbuğ have also been defined, giving the office the ability to exercise powers of the Shahanshah with their permission. The succession of the Başbuğ has also been established, with it being the right to be held by members of founder Hasan Çakar's family (and his pet cat). The successor to the Başbuğ if they are no longer able to serve will be declared while they are still in office, with Hasan Çakar selecting his cat Kasper as his first preference successor followed by his brother and former President Tanju as second successor and his cousin Mohamet as third successor. In case no eligible candidate exists, it has been specified that the office will either be abolished or given to the descendent of specific individuals.

The legislative and executive branches have also been reformed again, the National Parliament returning to a bicameral model rather than the current tricameral model. The Mejlis of Knowledgeable Peoples has been dissolved, with the Vandal Mejlis being upgraded to the upper house and taking over its legislative review powers but will still maintain the Vandal Mejlis' previous other limited legislative power. The Consultative Mejlis will be renamed to the Mejlis of the People (Mejlis-i Halk) and the term length of deputies there has been increased to two years rather than just one. The Supreme Council has been renamed to the Divan, with ministries also being renamed to vizierates. The office of Prime Minister has been renamed to Head Vizier, although it and the President shall maintain all their current powers.

In light of the new changes, the act additionally renews Ardajan's autonomy and gives it more powers than previously. However, autonomy in Sridjina has been abolished and it will become a unitary state of Hasanistan. Also, regulations regarding the new official religious status for Islam and Pavlovian Orthodoxy has been implemented and their clergy has been given some power over personal laws.

Hasanistan restores relations with Pavlov; establishes "Socius Status"

The Empire of Pavlov has ratified a Treaty of Eternal Alliance and Acceptance of Socius Status with the Sublime State of Hasanistan, in addition to returning His Imperial Majesty Alexander IV to the Hasanistani throne as Shahanshah, in a move to fully reconcile and re-establish a close partnership between the two historic brotherly nations following a rift in April 2020. Hasanistan shall become a socii state of Pavlov and re-enter its sphere of influence, agreeing to develop a shared political and cultural space.

The most significant aspect of the agreement are the return of the institution of the Shahanshah and the re-establishment of the personal union between Pavlov and Hasanistan under His Imperial Majesty, including the end of his and the Royal Family's "exile" which had been declared by the Hasanistani government and the restoration of most titles which were unilaterally declared abolished when Hasanistan declared itself as a Commonwealth. Pavlov has in turn recognised President Hasan Çakar's role as founder of Hasanistan, granting him the traditional Turkic title of Başbuğ in acknowledgement of this. His Imperial Majesty has been returned significant power within Hasanistan, although the treaty agreed that outside of the scope of granting noble titles that the Başbuğ would exercise most monarchic responsibilities on his behalf.

The establishment of the socius status of Hasanistan marks the return of the country's place in the Greater Pavlovian Nation, although seeks to develop a new constitutional relationship which will not suffer from the past's points of tension. Hasanistan will remain a significant degree of independence under the arrangement, exercising full self-governance, having the right to maintain its own foreign policy within limits defined by the treaty and the maintenance of its own military and police force. The socii status will be fully compatible with Hasanistan's current constitutional framework and Hasanistan shall effectively operate in its current form, including recognition of Hasanistan's policy of state neutrality. Hasanistan shall maintain all current diplomatic relationships and treaties. Pavlov's government will have powers to intervene where necessary in Hasani affairs if they are against her interests or beyond the scope of the treaty. Hasanistan will have a representative in the Pavlovian Senate, although with half of the vote of a typical senator due to the fact that it already has significant autonomy.

The two states also commit to establishing a common political and cultural space, which shall include effective freedom of movement, the establishment of a customs union and endorsing joint cultural events. Hasanistan will establish Islam and the Old Pavlovian Orthodox Church as its co-official religions and has committed to protect religious minority rights. The treaty will also return the former territory of Jurijev (known currently as Cormac) to Pavlov, which shall become a part of the Theme of Britannia with President Çakar as its Duke under a pseudonym, and additional consideration is being made into annexing some territory related to the Çakar family in Anatolia.

Outside of the treaty, there has been personal reconciliation between the two heads of state and clarification over past issues. Hasanistan has made committments to remove previous anti-Pavlovian elements, already removing the ban on expressions of support for monarchism and re-writing articles which took a hostile stance against Pavlov.

Hasanistan adopts new national emblem; expands limited visa-free travel to numerous countries

Today, President Hasan Çakar has issued a presidential decree which established a new national emblem and has expanded visa-free travel to numerous countries across the world's continents in a hopes to improve relations and achieve support or recognition with certain UN member states.

The new national emblem of Hasanistan, designed by the President himself, is a Seljuk eagle with a shield on its chest displaying a landscape of a mountain range and oceans with a ray of light shining on it and holding a banner containing Hasanistan's national motto in Hasani Japonic script. It also features two flagstaffs on either side flying the Hasanistani flag. According to the decree, the emblem represents the Tukic and Islamic heritage of Hasanistan. The emblem is inspired by the former coat of arms of North Yemen. In addition to the version with Japonic script, which shall be the main version, alternative ones featuring the motto written in other Hasani scripts and recognised minority languages will be developed.

In addition to the new national emblem, Hasanistan has expanded its visa-free regime to almost 50 countries. However, the visa-free regimes issued to these countries is more limited in time period than the previous ones issued (only lasting 30 days rather than 180) and many do not include the right to conduct business activities during this period. The countries which will now have such visa-free privileges shall be Russia, Ukraine, Belarus, Moldova, Transnistria, Serbia, Albania, North Macedonia, Poland, Latvia, Lithuania, Germany, Switzerland, Austria, the Netherlands, Sweden, Guernsey, San Marino, Georgia, South Ossetia, Abkhazia, Armenia, Radon, Yemen, Palestine, Cambodia, Laos, Malaysia, Indonesia, Brunei, Egypt, Libya, Algeria, Togo, Equatorial Guinea, Madagascar, Cuba, Mexico, El Salvador, Bolivia, Papua New Guinea, Northern Mariana Islands and Tuvalu. Moldovans, Radonians, Equatorial Guineans and Northern Mariana Islanders shall have the ability to conduct visa-free business travel.

President Çakar has stated on the matter of visas that he wishes to negotiate generous visa-free access with many of Hasanistan's current intermicronational partners for Hasani citizens, stating that any state which is interested may contact the Hasani government. He has also stated that the current unilateral visa-free arrangement for Afghans will be maintained despite the current political situation and regardless of whichever faction there comes to power, due to the close historical ties between Afghanistan and the Turkic people.

Hasanistan sends financial aid to Afghan civilians during "final" offensive

The Hasanistani government has revealed that it has given financial support to trusted charities delivering support to Afghan citizens, following the recent escalation of clashes between Afghan government forces and the Taliban movement. The clashes began following a Taliban offensive ahead of the upcoming American and NATO withdrawal by September, which seems to be succeeding on the battlefield and their is talk of them achieving a decisive victory in the war. Many civilians have been caught up in this escalation and a new migration wave seems highly likely. According to the Hasanistani government, this aid was given to support in the best way it can to soften the humanitarian disaster but should not be considered as giving support to either side. The total amount and which NGO it was given to will remain undisclosed.

President Hasan Çakar has re-iterated that Hasanistan is neutral in the conflict between the Taliban and the Afghan government in accordance with its general neutrality policy, noting that the only openly active group that it opposes is Daesh who poses a threat to its own citizens, and has urged both sides to cease fighting and negotiate a political settlement in the interests of regional stability and the safety of civilians. He has also called on the Taliban to stick with the terms of their agreement with America in terms of not supporting terrorist group al-Qaeda and not seeking to destabilise Central Asia and treat ethnic minorities with respect.
