National Parliament passes law implementing terms of treaty with Pavlov

The Consultative Mejlis has passed the "Implementation of the Treaty of Eternal Alliance and the Acceptance of Socius Status Between the Empire of Pavlov and the Sublime State of Hasanistan Act 2021", an act which implements the terms of the Treaty of Eternal Alliance and Socius Status with Pavlov and makes changes to simplify Hasanistani bureaucracy in line with the constitutional changes regarding the return of the Shahanshah. The act was passed in a low-turnout vote with 1 support from the sole deputy present, although the other deputies have not publicly expressed any opposition since its passage.

The Shahanshah has been returned powers which were granted to him under his previous rule, such as the right to issue royal edicts and decrees, and has been made the head of judiciary again which has been a role which Iskender IV has previously fulfilled in past Hasanistani governments. The judicial system has returned to the previous Sublime State model of local nobles becoming judges, with them also becoming as the local heads of local government as elected head offices at the local-level have been abolished. Elected assemblies at the local-level may still exist if they meet the conditions as previously established in the 2nd System of Government Act.

The powers and responsibilities of the new office of Başbuğ have also been defined, giving the office the ability to exercise powers of the Shahanshah with their permission. The succession of the Başbuğ has also been established, with it being the right to be held by members of founder Hasan Çakar's family (and his pet cat). The successor to the Başbuğ if they are no longer able to serve will be declared while they are still in office, with Hasan Çakar selecting his cat Kasper as his first preference successor followed by his brother and former President Tanju as second successor and his cousin Mohamet as third successor. In case no eligible candidate exists, it has been specified that the office will either be abolished or given to the descendent of specific individuals.

The legislative and executive branches have also been reformed again, the National Parliament returning to a bicameral model rather than the current tricameral model. The Mejlis of Knowledgeable Peoples has been dissolved, with the Vandal Mejlis being upgraded to the upper house and taking over its legislative review powers but will still maintain the Vandal Mejlis' previous other limited legislative power. The Consultative Mejlis will be renamed to the Mejlis of the People (Mejlis-i Halk) and the term length of deputies there has been increased to two years rather than just one. The Supreme Council has been renamed to the Divan, with ministries also being renamed to vizierates. The office of Prime Minister has been renamed to Head Vizier, although it and the President shall maintain all their current powers.

In light of the new changes, the act additionally renews Ardajan's autonomy and gives it more powers than previously. However, autonomy in Sridjina has been abolished and it will become a unitary state of Hasanistan. Also, regulations regarding the new official religious status for Islam and Pavlovian Orthodoxy has been implemented and their clergy has been given some power over personal laws.
