Brennonia and Hasanistan originally established diplomatic relations on 3 May 2020, although the two states first interacted as common members of the now-defunct international organisation Konmalehth. Ties between the two states had continued to strengthen from then, fostered by the friendship between their respective founders and the growth of shared dual citizens. In November 2020, Brennonia joined Hasanistan, Mahuset and Nedland in forming the "Batyr Bloc". Following the transformation of Hasanistan into the Great Turan State, Brennonia continued relations with the new entity. However, this led to the dissolution of the previous Hasanistani state and ended the special Brennonian-Hasanistani relationship. Following the secession of Hasanistan from the Great Turan State, the two states both expressed interest in re-building their friendly relations and cooperate in various new projects.
The union that the two states will form will not establish a unified single state but rather create an integrated partnership of the two while remaining as sovereign states, similar to the so-called "Union State" between Belarus and Russia, the European Union or the Gulf Cooperation Council. The King of Brennonia Chase Mahoning, who also serves as the current acting President of Hasanistan, will become the "Head of the Union". The Council of the Union will oversee the operation of the treaty's provisions as its executive body. The General Assembly will serve as an inter-parliamentary consultative body for the Union, composed of members from both country's legislatures, although it is not expected to be formed until both country's have held their next scheduled elections.
In summary, the provisions and areas of cooperation covered by the Union are as follows:
- The two countries have agreed a pact for non-aggression and mutual assistance. The non-aggression pact requires that neither party engage in hostile activities against the other, including participation in diplomatic or military blocs aimed against the other. Their agreement of mutual assistance requires them to support each other in times of crisis, man-made or natural. As Hasanistan is traditionally a neutral state, there is some question about what exactly this would mean in the case of a military conflict but it assumedly implies a defensive military alliance. The two states also agreed to consult each other if they believe they are threatened.
- Law enforcement cooperation and an extradition treaty.
- Economic union through the establishment of a zero-tariff free trade area, the simplification of customs procedures and the removal of non-tariff barriers to achieve a customs union and an agreement in principle to develop a common currency.
- Freedom of movement between citizens, the mutual right for citizens to work in the other country without a permit and the right to vote for citizens living in the other country.
- Scientific and technological research and development cooperation in the following fields: agriculture, artificial intelligence and machine learning, astronomy, biomedicine and health, computer science, financial technology, geography and geology, meteorology, nuclear technology and nuclear weapons development, robotics, software engineering, space exploration, transportation and video game studies.
- Cultural cooperation.
In addition to this, Hasanistan has ceded a small part of the Batyr region to Brennonia as a "gift territory" and a sign of goodwill. The small territory borders "Old Hasanistan" to the south-east and also shares a land border with Mahuset's overseas Central Asian territories. The Brennonian government has not named the territory but it is currently unofficially referred to as "Brennonian Hasanistan". In return, Brennonia has recognised the right for Hasanistan to claim a territory in the vicinity of its North American homeland.
