Yesterday, Premier Shady Morsi proposed and passed the Constitutional Referendum Act, 2018 to enable a referendum to take place over various amendments to Hasanistan's Constitution and governing structure. The referendum shall take place on 7 September 2018, the seventh anniversary of the founding of Hasanistan.
To enable to chosen date for the referendum to have been legally available, President Hasan Çakar added an amendment to the Act which nullified the section of the Presidential Decree Regarding Electoral Matters that established a minimum of a two-month campaigning period.
The changes proposed in the referendum were the idea of Premier Morsi, who wished to establish a new model of federalism and lessen partisan influence within the state. Morsi also discussed many of the changes with President Çakar. While the full list of proposed amendments has not been released, the Act stated a general description of the changes which shall be voted on in the referendum.

- The Ili-Alatu People’s Federal Republic of Hasanistan shall be renamed Federal
- Republic of Hasanistan.
- The government system shall be reformed from a federal parliamentary republic to a
- federal semi-presidential republic. There shall be a review and change in the powers
- of both the President of the Republic and the Premier of the Republic.
- The President of the Republic shall be required to be non-partisan.
- The position of Premier of the Republic shall be renamed the Prime Minister of
- Hasanistan.
- The federal model of the state shall be reformed. The current types of Federal
- Subject established in the Constitution shall be abolished and replaced with three
- new types (Republic, Territory and Federal District).
- The Supreme Council of Hasanistan shall be abolished and replaced with a bicameral
- legislature with an upper house and lower house. There shall be a review in the
- powers and organisation of the new legislature.
