Second Constitution returns as temporary constitution and elections declared

Today, Chairman of the Provisional Council Hasan Çakar has declared that the historical Second Constitution will temporarily act as the current constitution of Hasanistan until the Third Constitution is complete and that presidential, legislative and local elections will take place.
The Second Constitution of Hasanistan shall be temporarily adopted while the Third Constitution is still in completion. This decision has been made as the Provisional Government with no constitution has struggled to make any decisions while it creates the Third Constitution. The currently work-in-progress Third Constitution does borrow some elements of the Second, however greatly emphasizes on the powers of government. There is some controversy as the Second Constitution establishes Hasanistan as a unitary state, while it is heavily implied that Hasanistan will have a federal structure. This problem occurred during the Federal Republic of Hasanistan of 2014-2016 because while Hasanistan became a federal state, the constitution was never amended to enforce this. Chairman Hasan Çakar has said mistakes and "political embarrassments" like this will not happen again in "New Hasanistan". This announcement comes days after the release of the Third Constitution was delayed. However, Chairman Çakar denies reports that the Third Constitution is far from completion, stating that it instead is extremely close to completion but it needs to be reviewed and modified.
Meanwhile, the Chairman has also declared elections for the Presidency, members of the legislature and governors of the provinces. These elections have been declared so the government can get a more accurate view of people's wishes for the new constitution. The Northern League (spiritual successor of the Independence Party) and the newly established Bogdanoff Orbital Government have already began campaigning for the election and the Progressive Party has implied they will run. There has already been some controversy as Progressive Party leader Tanju Çakar has refused Northern League leader Shady Morsi's request for a debate.
In other news, the Nomad Party has been re-established by Chairman Çakar and will most likely compete in at least the presidential election. The Nomad Party has had a historically contreversial past, being once the party of the single-party dictatorship but later turning to one of the most pro-democratic parties in Hasanistan. There was some speculation that Çakar might have joined any of the established parties of "New Hasanistan" or run as an independent candidate, however he has stated that the Nomad Party needs to return to Hasanistan to protect it from the dangerous politics of Tanju Çakar and Shady Morsi.
